Created in 1968 in order to break up the red belt of communist municipalities around Paris, the Department of Seine-Saint-Denis takes a double stand of both attachment and isolation in relation to Paris. In ideological rupture with the capital, it is equally so demographically, economically and culturally, while continuing to be considered “the outskirts of…”
In opposition to the immutable hegemony Parisian, it confirms its identity by the diversity of its territory, the plurality of its voices and the radicalism of its mutations.
